“十四五”期间，山西省深入贯彻落实党中央关于打造内陆地区对外开放新高地的重大使命，抢抓“一带一路”建设和中部崛起战略机遇，充分发挥区位、资源与产业优势，推动全省对外开放取得积极进展。2025年以来，山西在外向型经济、开放平台、通道建设及营商环境等方面持续发力，高水平开放格局进一步巩固。

During the “14th Five-Year Plan” period, Shanxi Province has thoroughly implemented the CPC Central Committee’s major mission of building a new highland for opening-up in inland regions. It has seized opportunities presented by the Belt and Road Initiative and the strategy for the rise of central China, fully leveraged its locational, resource, and industrial advantages, and actively promoted Shanxi’s opening-up, achieving positive progress. Since 2025, Shanxi has continued its efforts in developing an export-oriented economy, opening-up platforms, connectivity channels, and the business environment, further consolidating its high-level opening-up landscape.

一、外向型经济指标稳中有进

1. Steady Progress in Export-Oriented Economic Indicators

截至2025年10月，全省实际使用外资累计达36.8亿美元，今年前10个月同比增长37.64%。非金融类对外直接投资累计12.5亿美元，同比增长15.6%。服务贸易进出口额累计实现107.9亿美元，显示山西在经济国际化进程中保持稳健增长。

As of October 2025, the province’s cumulative actual utilization of foreign capital reached $3.68 billion, a year-on-year increase of 37.64% for the first ten months of the year. Cumulative non-financial outward direct investment amounted to $1.25 billion, up 15.6% year-on-year. The cumulative import and export value of service trade reached $10.79 billion, indicating steady growth in Shanxi’s economic internationalization process.

二、开放平台能级不断提升

2. Continuous Enhancement of Opening-Up Platform Capabilities

武宿综保区加快“五大中心”建设，积极打造加工贸易、航空制造等特色产业集群。山西方略、大同国际陆港、山西兰花等保税物流中心功能不断拓展，带动进出口业务快速增长。2025年1—10月，太原武宿综保区及三家保税物流中心进出口值同比增幅显著，其中山西兰花增长超过19倍。

Wusu Comprehensive Bonded Zone is accelerating the construction of “Five Major Centers,” actively fostering characteristic industrial clusters such as processing trade and aviation manufacturing. The functions of Shanxi Fanglue, Datong International Land Port, and Shanxi Lanhua Bonded Logistics Centers are continuously expanding, driving rapid growth in import and export business. From January to October 2025, the import and export value of Taiyuan Wusu Comprehensive Bonded Zone and the three bonded logistics centers showed significant year-on-year growth, with Shanxi Lanhua experiencing an increase of over 19 times.

三、开放通道建设稳步推进

3. Steady Advancement in Opening-Up Channel Construction

2023年大同、运城航空口岸正式开放，与太原航空口岸共同形成“南北一线”布局。截至2025年10月底，全省累计运营国际及地区客运航线22条、全货机航线2条。中欧班列累计开行达1048列，铁海联运形成中鼎物流园至天津港、青岛港两条固定班列。太原国际邮件互换局于2024年底完成扩容升级并投入运营，进一步提升国际物流效率。

In 2023, Datong and Yuncheng aviation ports officially opened, forming a “north-south line” layout together with the Taiyuan aviation port. As of the end of October 2025, Shanxi cumulatively operated 22 international and regional passenger air routes and 2 all-cargo air routes. The cumulative number of China-Europe Railway Express trips reached 1,048. Sea-rail intermodal transport established two fixed block train services from Zhongding Logistics Park to Tianjin Port and Qingdao Port. The Taiyuan International Mail Exchange Bureau completed its expansion and upgrade at the end of 2024 and commenced operations, further enhancing international logistics efficiency.

四、开放环境持续优化

4. Continuous Optimization of the Opening-up Environment

山西全面推广国际贸易“单一窗口”平台，注册企业超过1100家。太原航空口岸被纳入国家240小时过境免签政策适用范围，并获批国家智慧口岸建设试点。金融支持力度持续加大，贸易外汇收支便利化政策不断扩面提质，为外贸企业营造更加便捷高效的发展环境。

Shanxi has comprehensively promoted the International Trade “Single Window” platform, with over 1,100 registered enterprises. The Taiyuan aviation port has been included in the scope of the national 144-hour transit visa exemption policy and approved as a national pilot for smart port construction. Financial support has been continuously strengthened, and policies facilitating trade-related foreign exchange receipts and payments have been expanded and improved in quality, creating a more convenient and efficient development environment for foreign trade enterprises.

“十四五”以来，山西坚持以开放促发展，持续完善对外开放政策体系，扎实推进平台、通道、环境三大建设，为推动高质量发展注入强劲动力。下一步，山西将继续深化对外开放，助力内陆地区打造更具影响力的开放新高地。

Since the “14th Five-Year Plan” began, Shanxi has adhered to promoting development through opening-up, continuously improved its policy system for opening-up, and solidly advanced the three major areas of platform, channel, and environment construction, injecting strong momentum into high-quality development.
